Only those with full access to the folder/recording can edit the permission of other members.
How to edit permission of a recording?
To change a team member’s permission for the recording:

On the details page of the recording, click on Share.

Click on the dropdown menu next to the member you would like to adjust the permission level for.

To invite team members to access the recording:

On the details page of the recording, click on Share.

Enter the email address of the team member, and choose the permission level.

Click on the Invite button.
How to edit permission of a folder?
You can edit the permission of a folder when creating the folder.

Click Create New Folder.

Under Invite member to collaborate, select the team members or groups that can access the folder.
To change the permissions to the folder.

If a member deletes his/her account, what happens to the permissions on the records created by the member?
When a member deletes his/her account, his/her resources (records and folders) belong to the corresponding Team workspace. The permissions on the records generated by that member will be transferred to the owner, and the owner and admins will have full access.

If a member belongs to two groups (with different group permisison ) at the same time, the member gets the higher privileges.
